Minor Changes Coming to Retiree Insurance Plans

Two retiree insurance plans will experience changes in 2020.

Retired members receiving coverage under two insurance plans offered by FPPA will see an administrative change to their plans starting in January 2020. These changes, communicated to plan members by mail in November 2019, affect the following plans:

• Humana Medicare Advantage PPO Plan
• Delta Dental of Colorado Retiree Dental Plan

If you are a retiree enrolled in one or both of these insurance plans, please read on to see what changes are taking effect:

Humana Medicare Advantage PPO Plan
In January 2020, FPPA is changing the way we process premium withholdings. Previously, premiums were deducted on a prepaid basis, meaning that premiums deducted this month paid for insurance coverage next month. Starting in January 2020, premiums deducted in the current month will pay for coverage in the current month. As a result, FPPA will not be withholding premiums from retirees’ December 2019 pension payment since December’s premiums were previously withheld from their November pension payment. Monthly withholdings will begin again in January 2020.

Delta Dental of Colorado Retiree Dental Plan
Effective January 1, 2020, there will be a change to the dental plan’s deductible and annual maximum accumulation periods. The deductible and annual maximum will reset as of January 1, 2020 instead of July 1, 2020. This means that if the retiree has met any portion of their deductible between July 1, 2019 and December 31, 2019, the deductible will reset and the retiree will be required to meet a new deductible effective January 1, 2020. Any amounts that have been applied to the annual maximum during this time period will also reset and the retiree will have access to the full annual maximum effective January 1, 2020, instead of having to wait until July. Additionally, the current dental premium amounts have been extended through December 31, 2020.
